The barbecued duck with rice is just right, served with baby bok choy so crispy they seem fried and so clean they seem steamed. Sea Garden is the kind of tight, cheery place in the International District where you can eavesdrop on six tables at once, and most of them seem to be raving about their food. If your wallet and your dry-cleaning bill can take it, the simply superb crab with black bean sauce is the dish to order, so tuck that napkin in and hang in there till the finger bowls come. Otherwise, take advantage of the rest of the menu's wonderfully sauced seafood selections.
