The unusual city park was built above the I-10 tunnel between downtown and uptown, a rare Phoenix instance of nature over traffic -- in this case, literally. On-site: the Japanese Tea House and Friendship Garden, a half-acre co-creation of the City of Phoenix and its sister city of Himeji, Japan.

    Phoenix's Margaret T. Hance Park, affectionately known as Deck Park because the Interstate 10 tunnel through central Phoenix is under it, would truly be a beautiful and serene respite from downtown, except for one thing.
