In spite of its decaying premises, this remains the city's best Vietnamese cafe, with a limited menu concocted for cabbies, who leave their cars idling as they dash in for carryout. Pho is distinguished.

    I'm a sucker for great working-class places, and am willing to ignore their foibles. At Cong Ly, much of the cabby clientele chain-smokes during their repast, but the food is so good, I'm willing to hold my nose. I'd walk miles for their Vietnamese crepe, which comes wrapped in rice noodle rather than the thin omelet you get in most places. The pho is also way above average. More »
