Jack Flynn's Rooster Cafe has become more than a Costa Mesa purveyor of egg breakfasts; it is now equally famous as a new-restaurant incubator-a place that nurtures fledgling concepts and allows them to take flight. The latest eatery Rooster has taken under its wings is Boqueria, a tapas restaurant open for three nights of the week, offering Spanish finger foods akin to hors d'oeuvres that are meant to be eaten in sample-sized mouthfuls, followed by a swig of something preferably alcoholic and chased with good conversation.
